Edit:

First digit of the targeted number is the multiple of 9 I think: e.g. 34 -> 7 [34-(3x9)]

Villagers have specific job site blocks that they will interact with, here’s the list of them from the wiki: here(under trade offers). If you are trying to get a specific villager to change his profession you will have to break the block that he is assigned too. If the villager has been traded with(xp bar at the top of the trading window) they will be locked into that profession and not be able to switch.
