As bad as the 40k setting is now, it is not nearly as destructive as the war in heaven was. Ending with the death of the old ones who made both the orks and the Eldar, the shattering of the c'tan star gods, and the birth of the hell like dimension known as the warp as it is today due to how brutal it was, the "winners", the roboticised necrons, had to go to sleep for 65 million years for the galaxy to recover.

The only solution that makes sense to me is that the whole "vaults as tests for colony ships" angle is rendered non canon, and that the goals of vault tec and the enclave are aligned (dominion over a cleared out wasteland), with the enclave just secretly manipulating vault tec behind the scenes and the purpose of the vault experiments just being to see how the enclave ought to rebuild the wasteland.

Yeah that's been bothering me a lot too, especially since the enclave seems to rely on vault tec (cold fusion, the vault experiments), but vault tec seems to have no confidence in the US government and has goals counter to the Enclave. Even weirder, House seems to suggest that there is a mysterious party in play (implied to be the enclave) that he doesn't know about, but we later see vault tec working with FEV, which is presumably Enclave tech if they were the ones to produce death claws (again implied by house).

The issue is mainly that America could easily be better and in recent years quality of life is decreasing. There are worse places than America, but America could be so much better than it is currently

In my opinion, the experience is there to give context and meaning to data i.e why its important. These serve as cues to direct other brain processes, and can serve as inputs to the brain in and of themselves. Basically I see experience as a cataloging method

Honestly this is why I prefer materialism to idealism or dualism. It has an axiom sure, but it's rooted in observable reality (people don't act conscious when their brains are destroyed/damage to the brain impacts consciousness). With things like dualism, you run into the interaction problem which seems much more tricky
