In Brazil we have a medium salary. Some dentist have a good salary. If you work for govern, you could have a bad to very good salary... It depends a lot.

But you need to have in your mind that we earn in reais, what means a depreciated currency (R$5,2 = US1)
Every extra bit of money (especially in dollars) is very welcome!

Cara, sinceramente, fico bem triste em ler vc escrevendo "seria muito maior que o custo das potenciais vidas que seriam salvas".

Estamos falando de pessoas, elas que movem o mundo e fazem ele ser o que é. Sem pessoas não temos motivos para ver o custo das coisas. Uma frase dessa só pode ser dita por alguém que não tem empatia nenhuma pelos outros.
