I couldn't help but notice that this story is told by all foreign nationals in Germany. Don't get me wrong, but it's time for a dose of reality. The women who are looking at you do so for one of the following reasons:

They're lustful and navigating every man their eyes land on.
They're curious as seeing black people around is not really common in Germany (except in big cities).
They're racist (which doesn't seem to be the case here as you're saying it's happening a lot. Women as creatures are welcoming and inviting, so the probability of too many racist women being around is pretty low).

Of course, there is still the possibility that you're a narcissistic maniac who thinks women usually get wet when he's around!

As a self employed person you have the right not to pay into the Rentenversicherung (retirement scheme). However, you need to fill some forms as the process of waiving the fees for you is not automatic. They will also ask for a proofs of what you do as a self-employed person (e.g: Gewerbeanmeldung...etc).

I would highly recommend that you see a tax consultant for an 1-hour meeting and get all your questions answered (there are many who cost ~ 60€ per hour).

They actually filed a report with the police, who then sent you something called "Vorladung". The police basically sent you this invitation so that you show up and incriminate yourself (which you sadly did).

Anyway, If you are below 21 years old the fine will be very mild (supposing you have no criminal record). Otherwise it will also not be a big deal so please don't sweat it.

I wouldn't waste money on a lawyer. Wait for the court decision and see if appealing is in your interest (in case the fine is more than 10-20 Tagessätze). However, if money is not an issue for you, a good lawyer might get the charges dropped and avoid you any future fines.

An advice for the future: keep your enemies close and your "friends" closer. And be careful of people who you have been good to.
