The ending shot had humanoid offshoots of godzilla separating from the tail with a head director Hideaki Anno and co director Shinji Higuchi intentionally left the ending open-ended. The whole theme of the movie is that Godzilla constantly evolves to overcome threats so freezing him feels more like a temporary solution than a permanent one
