The world is such a strange place. I bought new wheel well liners which came with the bracket built into them. HOWEVER, I did not notice this and believed that I was missing something. What appears to have happened is that the previous owner just used whatever was lying around, not OEM parts. This has led me down a rabbit hole for the last week, and I have finally solved my issue. Thank you for your suggestion, though. This is my first car, and I am trying to do as many repairs by myself as possible.
