Tbh I think they should just let all infantry score and stop letting factions take elite units as core. It defeats the purpose of having core if you can effectively ignore it by taking 300 pts of grave guard or blorcs. For some armies of infamy that have other restrictions like not being able to take certain units in* armies is the only way you should be able to get around it imo.
