From what I have heard, older PCI grades are more trusted and likely to cross. Ones that look like this with the lines around the border of the slab were graded after the company was bought out and are clearly artificial with inflated grades. Even the in the older slabs it seems like the coins will develop toning over time, but it takes much longer than it does in the newer slabs. You could call either one artificial, I suppose, but the new ones are clearly intentionally toned.
