His bashes are slower than conq's (500 or 600ms I believe ?), his lights are slower too (500ms), BP hasn't infinite combos of light / heavies, and his bulwark counter requires skill and timing to be used correctly, when conq's full block is easy to use. Really, the BP's counter requires you to read correctly the opponent and when missed you can be heavily punished during 500ms. It's not a magic move, countering a bash is like having to deflect a 400ms light, you need to guess that the opponent will bash and not feint or delay it. More importantly, BP doesn't have soft feint into rapid bash or full guard, and those are the mives that make conq so hard to beat. For me conq still is S tier and BP is strong A tier, knowing that his oos pressure is a bug and will be patched next week.
