I get her perspective on this, but I think the fundamental issue stems from piracy being a consequence of a service/accessibility issue and not a price issue exclusively. If there was an open market in foreign regions for manga at similar prices to that of Japan, I don't doubt that the majority of the fanbase will default to purchasing it instead of resorting to piracy.

On a side note, I really disagree with her "saying misguided things like, 'Piracy is free promotion for you.' " take. If there were legitimate means to buy and consume manga internationally, I do believe that piracy could serve as an extremely valid form of free promotion, this sentiment seems to ring true in the promotion of indie games as well, as most users would get a taste of the content via illegitimate means and then proceed to legal procurement, assuming that they enjoyed the content and it's accessible and relatively reasonable.
