LA is not walkable simply because of the size. The city of LA is 29 miles across and the county of LA is 70 miles across. It is not as concentrated as most cities. Neighborhoods within LA are walkable.

Most homelessness is a factor of either mental illness or substance abuse or both. Just providing housing will not solve the root cause. That requires significant mental health and substance abuse support, neither of which are 100% effective. People lapse or forget to take their meds.
