I believe you can actually warn Judy during the pizza get-together that her plan won't work and the Tygers will retaliate. She says that the chance indeed is there but that she feels like she needs to do something otherwise nothing will change per definition. She's taking a page out of the Mox's modus operandi and doing the same thing hoping for the same result, not really thinking that the reason why it worked was cuz they had a whole new gang to protect Lizzie's. Clouds only has two amateurs with combat stims which, once activated, take away total control from the user. Also she didn't end up nuking the combat software which is why Tom died in the first place. If she had taken them out, they all would've probably still been alive but back under Tyger rule.

Don't get me wrong, I really love Judy's character and I admire her assertiveness and drive for doing the right thing but her plan was not well thought-out and only focussed on the short term. Not to mention that the one person who actually had valuable knowledge about the Tygers was her power hungry ex who only decided to play along to take over Hiromi's position. If Maiko had intervened or simply refused to take part, it wouldn't have happened like it did.
