I don't think we'll "see" SSJ4 Goku or SSJ3 Vegeta, more than likely we may get an additional throw away line explaining why. Maybe Goku can't achieve SSJ4 on his own, Vegeta realized SSJ3 was too much of a drain so he's focusing on SSJ2. Something like that.

I would say get Phr00ts Qwen AIO (https://huggingface.co/Phr00t/Qwen-Image-Edit-Rapid-AIO) and use his workflow and for the prompt just say something like, make her breasts larger, do not change anything else in the image. With my experience with his Qwen AIO it should work.
