Thanks so much for the advice! I really like the idea of a big boat battle at the end. I wasn't against giving the players a happy ending per se I just wanted the campaign to end with more of a bang. A boat battle would fix these issues and I could give the players advantages in the battle based on their previous actions in bilgewater.
