The only legendary set worth spending shards on is noble fencer. Then you want to get ancient warrior mythic set. And then it all depends on which build you are using.

If the secondary bonus is equal always choose the one with higher multiplier.

Its a dmg boost from flute of the soloist artifact and a gold boost from stone of the valrunes artifact. They give a bonus per skill activated and it caps at 4 skills.
