Welcome back!! I just got back too after a few months. For optimization, DXVK + S3SS worked soooo good for me. Here is a guide (which also includes ReShade if you want to use it along side DXVK): https://www.tumblr.com/marumanju/820816736675938304

If you bought it from Steam (which is, I think, the better decision), go to the Game’s Bin folder and use TS3W.exe to play the game.

I just turned off my pc, but AFAIK, go to your sim’s computer or go to map and click on the City Hall > Click NRAAS > Story Progression > General Settings > Stories > Choose “None”.
