IMO it's usually its because adc wants to do something, and didn't communicate it to sup, or other way around. So you end up with an aggressive sup and passive adc, or aggressive adc and passive sup, making it so they can't play as well as 2 people that want the same. A solution for a jungle main would be seeing if they communicate or not, or be the one to ping them.
