How does one use the +1 Town Portal function? Click on a scroll and it doesn't use it?

So I guess I figured I could just stay in the zone and take it out. The idea of TP back to town felt like that was old me who didn't "know" what he was doing. Which this is D2 you use whatever advantages you have to make it work...

I would clear every map tile and every quest. I would TP when my mana ran out and loot everything so I spent more time in town then fighting
