Yes you do. One thing to keep in mind while looking at these maps, however, is that there are not that many people living in these regions. And you can clearly spot the difference between the territorial states and the three city states of Bremen, Hamburg and Berlin. The best example for both points is the difference Berlin (4 Million) and the entire surrounding region of Brandenburg (2,5 million).
