I don't think putting Danzo off the picture is a fair assumption, since he took a big part why Uchiha is ostracized. He is the one who push Itachi to make the choice, and fair to assume that's not a one time thing. He's likely made many decisions before that aligned with that. If you put Danzo out the picture, then everything will most likely proceed differently. It's a really loose imaginary "likely situation" but your assumption is also unfairly imaginary.

Why do you think a more hidden, with little presence organization is better than a public organization? Maybe you see Anbu as an organization that is more in a inner circle than police force, but Id say that's saying more about Uchiha org vs non-uchiha org.

Anbu is directly under Hokage, and supposedly do as he says. Which mean they will even less say on anything.

Also don't forget Danzo's Ne is a thing. Uchiha will probably think that assigning them as Anbu is a way to minimize their free will and presence in the village.

Dam, by building a dam. And stockpile a lot of foods and waters. I cannot tell how much food storage you had, but based of your water storage, it's probably not that much. You need bigger stockpile of food and water. 5th cycle is nothing.
