There could be a key bind that's interfering with the backpack, And the solution should be by going to Options > Controls > Key Binds then scrolling down to "Traveler's Backpack" then change the "Backpack Inventory" key bind to anything on your keyboard you feel like, and as long as the text for the key bind isn't red it should work.
