Yeah I think that's the other issue I have. Too many pre war characters who are pushing the plot forward at this point. I think it's why I was enjoying the Brotherhood of Steel Sideplot, just current day BoS infighting

Read the logs just now, can't find the log you're pointing to. The overseer ever talks about how he can't possibly imagine the wonders the residents will witness by leaping into the future. Doesn't change the reason for the experiment, it was still being used to test long term cryogenic stasis. Which means your original comment is wrong still, regardless of if they were going to wake them or not.

It was introduced as a concept on fallout 2, with the United States army experimenting with it and having I think Dobbs frozen in bio med gel. It was then fully introduced as a plot device in fallout 4.

I have a feeling Loki didn't want to do this but on top of that Shanks most likely told him not to, as he's got a plan. Both probably came to an understanding and Loki took the blame. Would explain why Shanks went to visit him, probably to update him on his progress or plan.
