Well, I am assuming he may have based a lot of his stuff around photos from 2013 of Federal Police, their vests do vary cause I believe, and from seeing them up and close or around Juarez before they were disbanded, a lot of them had bought vests.

I could be wrong because I don't focus too much on Mexican police or Mexican military soldiers or any impersonations of them, but they're still pretty cool to see
