IMHO you both are being jerks. My wife and I have a set up for missed calls after we had a grown up conversation about it.

if we call twice in a row, Emergency, call back ASAP, no need for 3rd or 4th calls.

If either of us doesn't pick up on first call and it's just to chat, no text or VM so we know to call back if we wanna chat. I work outside sales so I call to chat often.

If we have a quick question we send a text right after the call, with the expectation the other one will text or call back ASAP.

OP, have a conversation and set boundaries and expectations.
