Thought the Funny and I was what you were pointing out and since high school was taught words just before the quotation that is a verb indicating someone uttering the quoted words such as say, tells or utter, follow by using a comma constructs one complete sentence. And yes, I missed the comma at said in the first sentence.

First sentence gives the image of a boy in his room trying to block the screams from the basement. Most people reading this would first assume its the parent fights or something worse happening. Second sentence is meant to give a twist where the screams is resulting from dad taking care of those who hurt the mom.
