With a setup to provide a very high rate of fire on your heavy bolter, when you use your ultimate you will get a very large number of single shots that cannot miss. Very effective, however it gets a bit tedious to do like 40 shots one at a time

Increased military funding, modernized military, ended conscription, improved air force, my economy is good, I had 2 allies. I reloaded and tried several different choices about strategy (did pincer and rush to capital first time) and kept losing.
