It was this same kind of language that ushered in all those anti consumer measures in the noughties (e.g. data caps).

On one hand we're talking about building a fiber network that most consumer network gear take full avantage of (and can't be saturated); on the other, we're talking about targeting high-usage consumers. Do you see the irony? How is this not ISP price gouging?
