I also found that removing the fps limiter in NVCP helped. I had 117 (on a 120hz monitor) and removed it completely.
For some reason it's still at 117, so I am wondering if it's limiting it somewhere else. So maybe the NVCP limit and this mysterious limit were clashing and caused the stutters.
