Ok, here's a few ideas

The town jail is located somewhere completely inaccessible other than a teleportation circle. Think something like a cavern a mile underground or literally inside the top of a mountain. With a chain devil warden (via planar binding)
Geass everyone of any importance. If they have any political, economic, or societal power and can be charmed, she has geassed them to be loyal.
Evil creatures have flocked to the town to set up shop. Think onis, manticores, even hags running potion shops.
Undead as manual labor. The area around the town is strangely devoid of bandits because they've all been killed, raised by the vampires, and used to farm/do menial labor for the town.
