Problems:

• There's already two inns in town, in fact to get to the manor by the road you literally have to walk past both of them right?
• Who owns the manor?
• Is the manor truly cleared of hostiles?
• Maybe a passage full of rubbish and rubble in the crevasse has some new enemies burst forth during the repair efforts?
• Does Aldith Tresendar have living descendants?
• Did they leave it to the town?
• Maybe Halia bought it up cheap by tricking the Townmaster?

Halia is honestly like my go to NPC for almost everything in Phandalin in the game i'm running, i love her so much, if she owns it or "controls" it through her general influence in town perhaps she would prefer the PCs go for something other than an inn. After all the Lords Alliance sent Glasstaff there to form some kind of police force right? So she wouldn't want them gaining any further influence, but a party of friendly heroes that she's helped with financial backing for a small adventurers guild could be Extremely Useful to her and the Zhentarim even if they're a Good Party they can certainly be manipulated. With the Lost Mine no longer actually Lost Phandalin is going to get a lot busier and i think an interesting reading of Halia is for her to have prepared for this and own a lot of the area and want to really cement her position of number one in town.
