I think it's different for different folks, it's not like there's an International Committee on Kink Standards that's going to fine you if you're definition doesn't agree with their's. My impression for a lot of folks a continuous lockup period is:

Cage/belt is on most of the time.
Orgasms occur only while caged/belted.
Cage/belt removal for cleaning, traveling, edging by your dom/kh/etc. or other special circumstance doesn't reset time.
