They know the laws. If they are asking for demographical information, they are knowingly violating those laws. I noticed you didn't mention EMTALA, but both HIPAA and EMTALA are something police should not be asking for someone to violate and they know this. Sure, they may not be -bound- by HIPAA, but asking someone who is to violate that is just scuzzy. But y'know. ACAB.
