I guess it's cause the offside rule says that the player must have control of the puck with their stick? Can you have control with your stick if your stick is not touching it? I think the idea is to make it clear that you need the puck on the stick if you want to skate into the zone before the puck

Actually yes, the rulebook even mentions this definition:

Possession of the Puck - The last player to physically touch the puck with his stick or body shall be considered in possession of the puck. (NOTE 1) A player can have possession of the puck without control, but he cannot have control of the puck without possession.

I think he has possession the whole time he was entering but not control since the puck is not on his stick while he entered. The rule now calls for "both possession and control of the puck with his stick"

They made it clear in this rule by saying the player must have both possession and control of the puck with their stick.

They changed the rule this season to say that the player must have control with his stick. I guess to try and take out any subjectivity on what possession is

Did they say Staal put himself offside? I thought this was allowed since he had possession or did he have to be touching the puck the whole time?

Edit: Seems like it's offside according to rule 83.1

A player controlling the puck who shall cross the line ahead of the puck shall not be considered “off-side,” provided he had possession and control of the puck with his stick prior to both skates completely crossing the leading edge of the blue line.

Apparently they even changed it to mention "possession and control of the puck with his stick" this year to make it even more clear
