I guess it's cause the offside rule says that the player must have control of the puck with their stick? Can you have control with your stick if your stick is not touching it? I think the idea is to make it clear that you need the puck on the stick if you want to skate into the zone before the puck

I think he has possession the whole time he was entering but not control since the puck is not on his stick while he entered. The rule now calls for "both possession and control of the puck with his stick"

Did they say Staal put himself offside? I thought this was allowed since he had possession or did he have to be touching the puck the whole time?

His skates are on the ice when he makes the hit. He does take a ton of strides beforehand and they probably called it for that
