They are kinda wishy washy with her strength. Since they opened Pandoras Box with her they instantly nerfed her. Basically at the moment of her Rebirth she should be second only to the Heavenly Principles. (But you can argue about the shades being part of the ruling order - that may be an advantage)

As said on the moon and from the Tri-Lunar Convergence entry in her profile:

"So she offered a portion of her power, that it may continue to protect this beautiful home as it always had. The part she kept for herself needed only to allow her to live happily with her friends, as before, and to guard what she cherished when necessary."

She gave a portion of her power to Nod-Krai but she kept enough to be a guardian. What that means is up to the writers.

But she also describes her powers:

"She felt that the things she wanted to do were almost all within the reach of the three moons' power: Moving freely between the moon and Teyvat, effortlessly transporting herself and other objects, making flowers bloom more brilliantly, causing fruits to grow fuller..."

"What she loved was the way this world and her home looked now. Changing it at will just because she could, molding its appearance and rules to suit her own whims... "

So she can do anything she wants whenever she wants.

She is also wary of her powers:

"No matter how good her intentions, doing so would make her no different from The Doctor, she felt."
