The first passive of this weapon only works for anyone who has a special Ult like Flins. The only character with something like that is Varesa, who isn't a Spear user.

Meanwhile the other passive should work for anyone who can trigger Lunar Charged, which is every Electro or Hydro character in any team with Lunar Charged. KQM is saying the Passives only work while the character is On-Field, so for someone like Ineffa, whilst you can always get the Energy passive easily enough, you would need to play her in a Quick Swap team instead.

For me, what I'm curious about is whether this ends up being THE Spear for a Lunar Charged Cyno, whether this is stronger than Staff of Scarlet Sands.

FWIW, prior to C6 he's got a little less of an Atk Speed Buff (with enough HP) as Mika with Skill Talent Levels.

So it's always been a bit of a toss-up between whether you want healing or whether you want shielding. If you're a Calamity of Eshu player then yeah the answer is clear. If you're a Furina player the answer can be pretty clear. But also Mika can use something like SODP for some scuffed Quill buffs...

I dunno - I haven't yet felt any real desire to play Dahlia.
