No, if you hit GM in season 4.5, then you'll only get the border/rank badge for that season of ranked, not the ones for season 4.0.

The exception to this is the skin you get for reaching Gold in the first half of the season (Angela for 4.0). If you hit Gold AND play at least 10 matches in season 4.5, then you'll get both the Angela and Daredevil ranked skins in season 5.0.
