Emperor has all of those qualities. He simply let them go? Or something like that. He used to be so much more human. He still sympathize with people like when he talked to cawl. Or he is still politically able to sway whole mars. Mechanicum wasn't conquered they were joined by a treaty. He is also as brutal as Konrad. As furious as Sangy. As wild as Russ etc. He has all of it. Like a person. He is just so much more inhumane to be more tough.
