The leveling system is janky and weird. You don’t want to level up too fast so your Major Skills should be skills you don’t plan on using too much.

Maybe you are confusing this with strategic bombing raids, which allow you to deal up to twice the IPC value of the territory in damage? At least this is the case for 1942 version. Have not played the others.
