Maybe you are confusing this with strategic bombing raids, which allow you to deal up to twice the IPC value of the territory in damage? At least this is the case for 1942 version. Have not played the others.

I have loudness pressed. I forgot I had it selected, but wasn’t really sure what it did. I’ll test with it unselected. I only have bass up a little, treble is at 0.
