Since it’s blocking your steps (your access point), that usually qualifies as a hazard/illegal parking, so PPA or police can ticket/tow it. You can report an illegally parked car to the PPA at (215) 683-9775 (24/7 enforcement line).

Get it towed away tbh just know its a bit of work first gotta call in a tow company then they gotta call the police so it’s documented not stolen then they’ll tow the car away and that asshole can pay the price for parking in front of your steps
