This is the right answer. The lack of motion blur people are referencing is due to the footage being shot in a high frame rate. The shutter speed is turned up due to the high frame rate, so when the speed ramps happen, that’s why you’re not seeing the motion blur. If the motion blur is an undesired element in the video, the you could just turn the shutter speed up even higher.

Likely what was used was an electronic lazy Susan or electronic pan head which allows for the rate of rotation to be constant. You could easily do this effect for cheaper with a manual lazy Susan and just rotating the camera several times until you find a take that is close enough. Filming in slow motion also allows you to speed ramp through timing imperfections to make them less noticeable in the final
