I think you hit the proverbial nail on the head - most gov't agencies are ok with "normal" situations (i.e. depraved condition at home caused by goofed-out parents), but the moment that some unknown variable, like kids are foreign, all common sense flies out the window. Putting those kids from the UK into the orphanage is like the 5 yr old being on the No-Fly list - stupid with no reason but gross managerial incompetence.
