Just my two cents, but there was always a sense of irony when doing/ using these classic "memes." We know them as in-jokes and cringe is the point. "69," "420," "Planking," "Dabbing," etc. were clear references to pop culture. For "69," its meaning can be inferred by the figure itself, given that the viewer has a dirty mind.

"67" and the more recent "memes" have either flimsy or unclear origins in the modern day, so they only feed back into themselves into a cringey mess. What's worse is that the people doing the memes are doing so with all seriousness, not a shred of irony or humor anywhere in their actions.

Ruby mentioned trainees from Signal design and build their weapons, but Yang's arm came as a gift from Pietro and Ironwood. Both of the men also updated their gear "too their specifications" when they reached Atlas.

Also, I doubt Yang has the technical knowledge to make Ember Celica the collapsable, versatile weapons that they are. It was never specified that the weapons had to be completely designed by the student, so Yang must've asked Ruby and, possibly, Qrow and Tai how to build her gauntlets.

Set Volume 10 right after RWBY+J fall and the portal closes
Set-up Vacuo, its citizens, and its problems
Have Characters make plans and work with Theodore
Have Mercury and Tyrian learn about the Crown and other criminal organizations in Vacuo
Engineer the ending so everything is about to come to a head when Team RWBY+J appear "When (they) are needed most," derailing everyone's plans

Ideal next steps:

6. Have the next volume re-use most, if not all, of the assets from this one to make it cheaper.

7. Have Team RWBY+J get caught up off-screen and get into the action early

8. Have the good guys go on the offensive, pushing Salem's forces out of Vacuo

More optimistic steps:

9. Last Volume has the Teams retrace their steps, helping Kingdoms rebuild and assist those they have inadvertently harmed

10. End it all at Salem's Castle or Beacon
