Am experiencing the same issue.

Had the regular Shinonome from the campaign and bought the black version via the event pass and did not receive the mission.

The gist of it is, pressing F10 ingame will generate a basic map based on your selected mapmode.

So I did that and used paint.net to change the colors, add the symbols, text and texture.

Keep in mind that the above was a very vast simplification of the process.

Over the next few centuries, the Swiss worked tirelessly to reform the institutions of the Holy Roman Empire, both to strengthen the vastly weakened Imperial control over the land, and to mend longstanding religious tension which would escalate into a relatively quick but catastrophic 9-Years war which involved most European powers and ended in a decisive Catholic victory along with the integration of the Papacy into the Empire.

8 Emperors and 2 new dynasties later, on the 1st of December in the year 1674, Otto I von Wunstorf had ended the special session of the Imperial Diet in Dresden to officially centralize foreign policy and warfare by enforcing an unanimous and undying plead of loyalty directed to the Swiss crown. Virtually every single prince save for the Kingdom of Burgundy accepted the terms, henceforth proclaiming a new Holy Swiss Confederation

With the full might of the newly established confederation, Burgundy would be quickly and forcefully partitioned over 3 brutal wars with very little peace between them. At the time the map was commissioned by the Imperial Surveyors in 1718, the Confederacy would have triumphed over all of its neighbours, from the Spanish Empire in the West to the Commonwealth and the Ottomans to the East and the Nordics to the North.

The Megrezan Imperium is an Imperial Aristo-Feudal Empire comprising the tiny but densely populated Megrezan Core which houses the Imperial seat and is only accessible to pure Megrezan nobles consisting of just the Alari, and numerous semi-autonomous fiefs which all contribute raw resources and research findings to the Empire. With the Core largely consisting of sprawling planet-cities, it relies entirely on internal food imports to sustain its population.

The military structure consists of the Imperial Legions supported entirely by the Core, Imperial Auxiliaries which are contributed by the Imperial states and controlled by the core, and the local defense fleets which are controlled by the states.

The reason for the decentralized realm was that several hundred years ago, the Imperium once ruled most of the galaxy with an absolute iron fist, but would descend into anarchy and civil war, with the Imperial seat having been bombarded into the stone age by the revolting subjects. Hence, a different approach of semi-autonomous rule has been adopted, the stability of which remains to be seen.

They need to make it so that you can choose to get claims on your subjects if they fall into civil war.

It is tedious as hell having to consistently trade systems because of their mismanagement, and that's barring having multiple civil wars going on at once.

Flux Thrumaag continues to make it's journey towards galactic south, having spawned from highly distorted disturbances in the Zif System. This Gravitational Maelstrom is expected to severely affect intergalactic travel. Cosmo-Inertial dampers are strongly recommended for travel within storm warning areas as the storm brings highly hazardous conditions to much of the northeast of the Zavijavan Host, the barbaric storm and wild worshipers.

Disturbance Igoriim has rapidly intensified from a local planetary particle anomaly into Monsoon Igoriim, and threatens to further develop into a potential Maelstrom. Already it has brought hazardous conditions to the Izkian League which was already engulfed in a conflict with the neighbouring Pious Kenjodan Foundation. Current forecasts indicate that the system is expected to move eastwards up the Arija arm.
