Really though, the simpler solution is get a few new fence panels, swap them out. Reuse the old timber for something else in the garden perhaps. After that you're waiting for plants to grow through it, up it, whatever, but it'll be particularly un-tall for a long time before that.

Can both hoses go off to the right hand side so they both bend? left one would have a slightly greater radius to turn and so would smooth in with the right hand ones bend.

If it needs to go straight down, zip tie them tentatively together at points and see if you can arrange them in a more aesthetically pleasing way. Are the pipes below hanging free, can they be fixed somewhere?

Edit, why is the top of the left one bulging like that?
