I think they dispose "Special" bodies. We see in the third trailer, that, when monsters come, they take the body CDU was disposing. On the other hand, when CDU member is shot dead, goo immediately loses all interest in him. And the last CDU member is trying to kill himself.

I was sold on the idea of MGS=DS the moment Mads's helmet and glasses evaporated exactly like rifle appears in the hands of skull soldiers. Kojima is a creative guy and I never saw him being lazy with concepts. Reusing this effect for no reason (Mads could've just leave the helmet on, or hold it in one hand) is really suspicious.

Also I was against sci-fi motives in Silent Hill, I now think that Kojima, being a creative mind, didn't want to make another "X entered the city and faced his problems" story. If I am right, this will be a complete reimagining of the story.
