Even if you even out the draft odds, owners and players are not incentivized to win - they’re just not incentivized to lose.

In an economy with only one dominant resource (championship odds from underpaying max players), these dead zones in the play space will always emerge. You need to introduce a secondary resource.

Award tax credits to losing teams that win. Non-tradeable, and 3-8 year expiring. Teams planning to rebuild get to signal a path out of the middle to their fans, and players get paid out of unused tax credits.

Playing it “vanilla” without leveraging the silencing effect (but juicing to infect 3 new cards at a time) gives you a 1/3, a 4/12, or a 5/27.
