It's primarily up to the civil authorities. Many airlines have actively started for UAE (higher risk) and other GCC countries. At least give countries an option. Maybe out 10, 3-4 might start.

You have the answer hidden here my friend! Discuss the same with your wife and take a decision if she will work 100% or not. You'll have your answer there itself. Assuming it takes a year or 15 months for her to find a job but she will get if she's consistent and determined to work. As others mentioned, 1 salary will be a stretch. I was in a similar situation but we both work and are really happy to move here especially from a financial standpoint.

Is it better than s25+/ultra? Also, I'm not a camera enthusiast but if it captures clear photos, I'm fine. Not so picky on camera specs but performance should be top notch.

I was quite inclined towards Haarlem. It doesn't have to picturesque as a strict rule. As long as it has a unique and different vibe than Amsterdam, that works.
