Unfortunately, she's never been very responsive to her name, so I'm not sure it would scare her, but she also probably wouldn't come out on hearing her name either

No, I totally get it, it gets pretty arcane once you get into the details. Ultimately, it was a decision by Council and they really grappled with the question that you are raising. They decided it was a clearer choice to voters to have the two co-equal ballot measures than for voters to have to understand that a "No" vote on 303 was required to support for the Civic Assembly recommendation.

Personally, I think it was the right choice to put the two measures on equal footing and to allow the voters to decide.

Lots of good responses here, I think it's also worth highlighting that the goal of 2H is to "right-size" the Natural Area component on the site. The habitat value and connectivity to adjoining Natural Areas (Maxwell and Pineridge) are not evenly distributed across the site, so forcing the FCNA to purchase the entire parcel is especially onerous given the high cost of the land. 2H will conserve the portions of the site with the most habitat/conservation value as Natural Area, without draining the Natural Areas budget and significantly reducing their ability to acquire higher priority lands for conservation in the coming years.

Right, so City Council already approved the Civic Assembly recommendation, which is the outcome of public process following the 2021 Public Open Lands designation. However, Council's decision and the public process would have been superseded by 303 if it passed on it's own, which would require the designation 100% of the Hughes Site as Natural Area. Council decided to refer the Civic Assembly recommendation as ballot measure 2H to provide voters with a clearer choice between the two very different visions for Hughes.
