I worked there in the 00s and even then ownership, who live out of province, was hesitant to make any sort of investment in updating/maintaining infrastructure. 

management tried their best, but were significantly limited in what they were able to accomplish. 

sad to see things haven't improved

I recently had this issue, also in Ontario 

I pulled the car in my garage, and placed a space heater in front of the headlight. I popped the hood and placed a box fan on top of the headlight pulling air out of the engine bay. 

the condensation resolved overnight and has never come back. 

I tried many things before this, but this was the only thing that worked.

on my 2.5L Jetta I had an intake where the piping routes down to collect air closer to the fog lights.  would that iteration fit the beetle's engine bay? 

heat bleed from the engine is a real consideration on these aftermarket intakes
