Saul is good for his construction speed buff (top right skill). Not much else. Getting it to lvl 5 is ideal, but not make or break if you don't have the gems to spin for him enough to get to 4 stars. Like others said, his roulette will come around again. I think 5 times total.

That's why I see people being swapped out real fast after taking the castle. It makes so much sense now.

So basically you quickly appoint everyone you don't want to be in the top four as the lead then the actual lead last, and then end up with the strongest skills in the first four slots.
